CARICOM TEAM FOR HAITI NEXT WEEK

ST GEORGE'S, Grenada - Five foreign ministers from the Caribbean Community (Caricom) are expected to meet early next week with members of the interim Haitian administration to discuss conditions for the return of the French-speaking country to the Community. The delegation, to be headed by the Foreign Minister of Barbados Dame Billie Miller, current chairperson of the Caricom Council for Foreign and Community Relations, will include the foreign ministers of Trinidad and Tobago, Guyana, Antigua and Barbuda and The Bahamas. Depending on the report from the ministerial "fact-finding" mission, the Caricom leaders will decide on the timing of the admission to the councils of the Community by the interim Haitian regime, pending the restoration of constitutional governance with fresh elections in 2005. A statement on Haiti, reflecting one of the more significant issues addressed at the 25th annual Caricom Summit that concluded here last night, was to be issued along with an end-of-conference communiqué. Other major decisions at the summit included "progress" in new initiatives on crime and security, for which the prime minister of Trinidad and Tobago has lead responsibility; the inauguration of the Caribbean Court of Justice in Port of Spain in the first week of November; and the hosting, also by Trinidad, of a special heads of government meeting on the Caribbean Single Market and Economy. Host prime minister and current chairman of the Community, Keith Mitchell told a media briefing last night that the summit was "a triumph for unity" of the regional integration movement and proof of the capacity of the leaders to encourage a spirit of compromise on contentious issues in the interest of what is best for Caricom. Meanwhile, ministerial and diplomatic sources told the Observer last night that the delegation to Haiti will leave Port-au-Prince for Havana, Cuba for the inaugural standing Caricom-Cuba ministerial meeting on July 15.
