CARICOM TO CONSIDER HAITI REPORT  
The delegation which went to Port-au-Prince to assess conditions for restoring relations, say they have not yet decided whether they will recommend that the Caribbean community (Caricom) readmits Haiti. Speaking to BBC Caribbean Radio, Barbados Foreign Minister Dame Billie Miller who is currently in Cuba, would give no indication as to what would be in their report to the heads of Caricom on whether Haiti should be admitted to the regional grouping. "Don’t invite me to preview what we will recommend to the heads," the foreign minister said. The five member Caricom team left Haiti on Wednesday, after meeting government officials. Relations between Haiti and Caricom have been strained since the former president, Jean-Bertrand Aristide, left office in February. Caricom leaders had been concerned about the part played by the US administration in bringing Haitian interim prime minister Gerard Latortue to power following Mr Aristide’s departure. The visit followed a statement by Caricom last week, which laid out clear conditions for restoring normal relations with Port-au-Prince. The interim Haitian government has promised to hold presidential, parliamentary and local elections by next year. A new, duly elected president will be sworn in by 2006. "Well the heads gave us a very clear remit, there are certain matters which are of high concern to them and we raised them matters to do with inclusivity of the political process. The heads would like to feel that all political parties would feel that they can play a part without concern that there would be political reprisals in respect of political opponents. That there shouldn’t be any arbitrary treatment and persecution. All of these we made clear to everyone to whom we spoke. The heads are concerned that the electoral process should be put in place or a soon election. It should be free and fair and transparent . Dame Miller said after holding a long meeting with Haitian interim Prime Minister Gerard Latortue, she believed that the points recommended by Caricom, would be put in place.
