CARICOM TO MEET GRENADA'S DEBTS  
Caribbean Community (Caricom) leaders have agreed on measures to put Grenada back on the road to social and economic viability after the devastation of Hurricane Ivan. The leaders met in a one-day emergency session on Wednesday in Port of Spain that was hosted by Trinidad and Tobago prime minister Patrick Manning. Surinamese President Runaldo Venetiaan who chaired the meeting, described it as "quite a success". Caricom Secretary General Edwin Carrington said the leaders had agreed to establish a pool of resources to help Grenada to meet its financial obligations for the next three months and said that a "special meeting may be needed to look at the possibility". The regional leaders have also agreed to meet Grenada's contribution to regional organisations like the University of the West Indies, and will also approach the international community for assistance for Grenada. There are also plans to approach the Caribbean Development Bank (CDB) to pool Caricom guarantees to float a bond issue. On the international front, Caricom will call for a moratorium on Grenada's international debt payments and Mr Carrington said that the regional leaders had also called for an international donor conference "as the resources required for the reconstruction of Grenada are beyond the means of the member states". "Most critically they have made very clear that financial assistance to Grenada should be in the nature of grant and aid not loan," Mr Carrington said. Caricom will establish a Grenada Unit within the Secretariat to plan for the rebuilding of the country and to meet the emergency and present relief needs. Prime Minister Manning and St Lucian leader Kenny Anthony will liaise with Grenada's Prime Minister Keith Mitchell and the opposition in Grenada on a number of issues. Security issues There has also been agreement on a plan to relocate Grenadian Advanced Level and CXC students to other member states. "First and foremost it is important that Grenada be assisted now to exist as a state in the immediate future," Carrington said. Caricom leaders also agreed that Caricom countries would participate in efforts to provide security to Grenada and have mandated an early meeting of security chiefs "to address security issues in Grenada including clear lines of military and security command". Talks will also be held with insurance industry leaders on issues relating to the underwriting of catastrophic risk and universal coverage and have agreed to approach the World Bank to undertake a feasibility study on the provision of insurance coverage for public infrastructure in Caricom. The emergency summit was attended by leaders from Barbados, Antigua and Barbuda, St. Lucia, St. Vincent and the Grenadines, as well as the Presidents of Guyana and Suriname. Caricom Chairman, Grenada's Prime Minister Dr. Keith Mitchell was represented by his special advisor Richardson Andrew. Andrew told a news conference that Grenadians were still traumatised by the damage inflicted by the hurricane and dispelled reports that citizens were seeking "refugee" status in other Caricom states.
