HURRICANE AID AND COMMON PASSPORT FOR OECS SUMMIT  
BRIDGETOWN - Governance arrangements under a proposed economic union of member countries of the Organisation of Eastern Caribbean States (OECS) is high on a packed agenda for this week's 40th regular summit of Heads of Government of the nine-member subregional grouping. Discussion on this issue will be based on a comprehensive report from he OECS Secretariat on its "Macro Social and Economic Impact Assessment" looking at the destruction of Grenada by Hurricane Ivan. Since most of the OECS leaders will be in Port-of-Spain for the 10th Special CARICOM Summit which concludes today, special arrangements are being made with BWIA and LIAT to facilitate their travel to Tortola in time for the ceremonial opening, said OECS Director General, Len Ishmael. The summit in Tortola has taken several months to plan, and will cover wide-ranging issues such as the finalisation of arrangements for the introduction of a common passport for OECS nationals; establishment of a new office in Geneva as part of joint overseas representation; and World Trade Organisation issues. Other agenda items for discussion in Tortola include removal of legal restrictions for OECS readiness for participation in the Caribbean Single Market and Economy; prospects for the sub-region's banana industry as well as the future of the sugar industry in St Kitts and Nevis; and creation of an Eastern Caribbean Civil Aviation Authority. The OECS Heads will also host as their special guest Paul Thibault, president of the Canadian International Development Agency (CIDA), which is a major donor partner for the OECS. The CIDA head and the OECS Director General are to sign a 'Contribution Agreement' for a three-year C$3.75 million programme of institutional strengthening for the OECS secretariat.
