REGIONAL HEADS AGREE TO IMPLEMENT CARICOM TRAVEL CARD  
Heads of Government of the Caribbean Community (CARICOM) have agreed on the implementation of a CARICOM travel card that will be issued to every CARICOM national except those on the Community’s watch list. This agreement came out of negotiations at the ongoing 28th CARICOM Heads of Government Summit being held in Barbados. According to Barbados’ Deputy Prime Minister Mia Motley, an implementation plan for the document will be put together and submitted to the Heads at the next inter-sessional meeting to be held in September. She pointed out that the card will virtually maintain the ‘single domestic space’ and holders will not need a passport, during inter-community travel. Guyana's president, Bharrat Jagdeo, said that the CARICOM travel card is an excellent idea, especially since it will take away the discretionary powers of the immigration officers. The Head of State said with the existing situation, immigration officials have the authority to determine the duration of a person’s stay in their country. However, this needs to change to ensure real free movement of people within the community. Jagdeo said the card will allow a CARICOM national to stay a minimum of six months in any territory, pointing out that it will not affect the security of countries, as any holder will be deported if he or she breaks the law. The card will feature facial and finger printing biometrics and will be made available at a cost yet to be determined.
