RESUME OF RAPHAEL JOSEPH, GRENADA'S AMBASSADOR TO CUBA

A career diplomat since January 1991, Mr. Raphael Joseph has served the Government of Grenada with distinction during his more than twenty–six (26) years as a public servant. His lengthy and intimate involvement in external relations and foreign policy matters, qualifies him as one on the most senior and experienced experts in that particular field, presently employed in the Service. Although his current substantive post is that of Foreign Service Officer as Head of the Bilateral Relations Section of the Policy and Research Division in the Ministry of Foreign Affairs, from time to time he was requested to act as Permanent Secretary in Ministries like Health, Foreign Affairs, Communications and Works and also Legal Affairs. From 1998 to 2002, he acted as Charge′ d’ Affaires of the Grenada Embassy in Havana, Cuba. In fact he was responsible for putting all the administrative and logistical arrangements in place for the reopening of that Mission. He was a member of numerous national delegations at meetings within the framework of the United Nations, the Organization of American States, the European Union, the Association of Caribbean States, the Caribbean Community, and the Organization of Eastern Caribbean States. He has also participated in several official bilateral engagements both at home and in Asia, Latin America, Europe and the Caribbean region. For the past seventeen (17) years, he has been a member of the National Maritime Boundaries Negotiating Team and participated in several rounds of talks with the Republic of Trinidad and Tobago and the Bolivarian Republic of Venezuela, respectively with a view to delimiting the boundaries with those States. A very articulate individual, Mr. Joseph is the holder of a Masters Degree in Mass Communication from the Universidad de Oriente, Cuba, a Law Degree from the University of London and a Post-Graduate Degree in International Relations from the University of the West Indies. Additionally, he has enhanced his knowledge and expertise through his participation in a sizeable number of training courses and workshops in disciplines including Diplomacy, Negotiations, Management and International Law.
