Press Release from Grenlaw Chambers, 21 Lucas Street, St. George’s 13 February 2009 Mr. Ryan Richards of Hope, St. Andrew’s, who uses a bus on the Bus Terminus, Melville Street, St. George’s, is satisfied with the resolution of certain disputes he had with the Grenada Ports Authority, operators of the Terminus. Mr. Richards says the Authority called upon him to pay what they claimed were arrears of charges he owed the Authority regarding his use of the Terminus; without giving him a chance to examine their records. Mr. Richards insisted he had a right to examine those records,on proper principles of accountability falling upon public authorities. The Authority eventually conceded this right. In the process, some of the charges claimed by the Authority could not stand up to scrutiny. The Authority’s claim was accordingly adjusted, to the satisfaction of Mr. Richards. Further, the Authority demanded that Mr. Richards pay at once all the money they claimed. But, the refusal of the Authority to let him examine the records was unsustainable. Therefore, the Authority had to give Mr. Richards three months to pay off the adjusted balance. While those matters were pending, the Authority wanted to impose on Mr. Richards a fine of One Thousand Dollars for allegedly damaging the electronic tag put on his bus by the Authority for the purpose of collecting its charges. The Authority sought to do so without giving him a hearing on the allegation. But the Authority had to back down from such untenable action. In those negotiations with Grenada Ports Authority Manager Mr. Ambrose Phillip, Mr. Richards was represented by Dr. Francis Alexis. INSIDE GRENADA NEWS
