CTO NOW IN PLACE AT THE MINISTRY OF WORKS

ST GEORGE’S, GRENADA, 17TH APRIL, 2009: Cecil Harris has been appointed to the position of Chief Technical Officer at the Ministry of Works, Physical Development, Public Utilities and the Environment through the Commonwealth Fund for Technical Cooperation (CFTC). Mr. Harris is from Dominica and brings extensive experience to the position having last served at the Consulting Engineers Partnership Ltd in Dominica as Senior Engineer in charge of local consultancy. He has also worked in Trinidad and Tobago, and has overseen projects in St Kitts/Nevis, St Vincent, Antigua and British Virgin Islands. Projects over the years include dams, housing settlements, highways, airports, petrochemical industry infrastructure, institutional buildings and hotel resorts. His responsibilities while in Grenada include: • Adjudicator for land disputes cases under CAP.36 - Boundaries Settlement Survey • Providing strategic and technical direction to technical staff in the Ministry • Coordinate the Ministry’s civil works programme • Establishing appropriate systems for the supervision and monitoring of all works undertaken by, or on behalf Ministry of Works and periodically review such system in respect of their operations • Provide professional advice on all matters of policy relating to the provision of technical services including reviewing existing policies and making recommendations for policy changes • Develop effective and constructive relationships with other Government Ministries, financial and technical institutions and consultants in order to promote effective partnership arrangements for the delivery of high quality services and advise accordingly. Mr. Harris has a Bsc. in Civil Engineering from the University of Southampton, Post Graduate Diploma in Construction Engineering and Management from the University of the West Indies (UWI), St Augustine and a Law Degree from the University of London.
