The bill for an Act to enact a new Constitution for St. Vincent and the Grenadines was passed last night in the House of Assembly of the Vincentian Parliament. All twelve Unity Labour Party (“ULP”) Government Representatives in Parliament led by Prime Minister Dr. Ralph Gonsalves voted for it . The two of the three New Democratic Party (“NDP”) Opposition Representatives led by Opposition Leader Mr. Arnhim Eustace who were present voted against it . The Chairman of the Committee which drafted the proposed Constitution, Dr. Francis Alexis QC, explains that, with twelve of the fifteen Representatives voting for it, the bill got the two-thirds parliamentary vote needed for it go forward to a referendum, as constitutionally required. The referendum will be held on 25th November coming . Dr. Alexis says that the draft has four main noble objectives. Thus, a Vincentian as State President elected by the National Assembly ushering in republicanism, will replace the Queen as Head of State . Secondly, protection of human rights will be significantly enhanced both before the Supreme Court and a new Human Rights Commission. Thirdly , the powers of the Prime Minister will be substantially reduced, while the stature of the Minority Leader will be noticeably advanced. Fourthly, democracy will be deepened by such measures as the introduction of an element of proportional representation and an Electoral and Boundaries Commission. Therefore, Dr. Alexis says , approval of the new Constitution by Vincentians voting in the referendum will win St. Vincent and the Grenadines profound respect and admiration internationally .
