The Grenada government has taken concrete steps to strengthen the management and implementation of cabinet decisions for the measurement of performance, within the Public Service. Prime Minister Tillman Thomas, who also has ministerial responsibility for the Public Service, has pointed to the establishment of a Policy, Monitoring and Evaluation Unit within the Cabinet Office, the implementation of a Ministerial Code for the guidance of Ministers of Government and a Manual of Procedures for the Operations of Cabinet, as steps in the process of strengthening implementation within the Public Service. “We have recognized the need to strengthen the implementation process as we begin to work toward the fulfillment of our two year work programme,” Prime Minister Tillman Thomas said Monday, adding that the process ensures the development of a reporting mechanism which will provide information to Cabinet, Ministers and senior public officers on the accomplishments of their respective ministries and departments. Prime Minister Thomas said these measures, along with the reintroduction of the Performance Appraisal process for all categories of public sector employees, are part of the Public Sector Change Management Programme which seeks to improve the level of services offered to the Grenadian people. The Grenadian leader pointed out that the programme, supported by the Commonwealth, involves the implementation of functioning, up-to-date Corporate Plans in all ministries and departments and the training of senior public officers. In this regard, the Prime Minister noted that, another three members of the Senior Managers Board (SMB) are now in England for a two week senior management training programme. The three are Mrs. Sally-Ann Bhagwan Logie, Acting Permanent Secretary in the Ministry of the Environment, Foreign Trade and Export Development; Ms. Sybil Alexander, Permanent Secretary in the Prime Minister’s Ministry with responsibility for Information Communication Technology (ICT), Mobilization and Information; and Mr. Denis Clarke, Acting Permanent Secretary in the Ministry of Works, Physical Development and Public Utilities. They join eight Permanent Secretaries who have already completed the programme. A final report on the setting up of a Public Service Training Institution for Grenada has been completed and “every effort will be made to seek further assistance to make this institution a reality,” the Prime Minister said.
