STATEMENT BY PRIME MINISTER TILLMAN THOMAS  
1. I make this statement in my Constitutional capacity as Prime Minister and as Political Leader of the National Democratic Congress, in response to a Press Release issued yesterday, Sunday, by the PRO of the NDC. As Political Leader of the NDC, I am able to say that Mr. Gill’s release was issued without my knowledge and approval. 2. While it is true that political parties contest elections and that victory enables a party to form a Government, the provisions of the Constitution of Grenada are supreme in every respect. Accordingly, once a Government has been formed, that Government owes a duty of accountability to the electorate and the public. The party has no such obligation. 3. The NDC Constitution is very clear on the relationship between Government and party. It stipulates that “an NDC Government must pay regard to the views of its party”. Clearly, it does not allow for the Government to be directed or instructed by the party in its DECISION-MAKING. The obligation is to give consideration to proposal made by the party. 4. It would be a case of indifference and down-right disrespect for a Government NOT TO ACCOUNT to the people after four years of SERVICE. How could any self-respecting Government prefer to hide from the people and merry itself at this time in a Cook-up, fun and games, instead of reporting on its stewardship? There will off course be opportunities for this kind of event but July 8th is not a fitting day for such. 5. The public needs to hear from the Government on its Anniversary. Anything short of this would amount to disrespect for the culture and the people. 6. I do not propose to attend to the issue of the unfortunate division affecting the NDC at this time, as evidenced by the statement put out by Mr Gill, as PRO of the NDC. For the present purposes, I will limit myself to say that it is inconsistent, intriguing, dishonest and lacking in good sense and sound judgment. 7. The Party created by the founding fathers of the NDC is one steeped in Parliamentary Democracy. The NDC has no CENTRAL COMMITTEE. 8. Government is faced with many pressing issues of national importance. At the present time, our primary focus is on ensuring that we have a successful Carnival and that we make progress in addressing the existing financial and economic difficulties. 9. The Government will have a major presentation in Gouyave on Sunday, under the theme “PRODUCING OUR WAY TO PROSPERITY”. Our call is to serve the people. Our duty is to be obedient to that call. Our task is to build a better Grenada for all.

Hi Gabe, thanks for the attempt to answer my posting. At least you did put in the disclaimer 'if my memory serve me right.' well your memory failed you with this one. The Government had a fight with their ally Senator Chester Humphrey the President General of the Grenada Technical and Allied Workers Union the bargaining agent for the workers of the CCC Farm feeder road project. He was asking the Government to not go ahead with the treat of firing the company for they served us well. To date, as a result of the action of Government over 400 workers lost their jobs, some lost their homes, their cars and their families. It never work in the country's favour when you accuse a government of corruption while working with a foreign company, naturally they were accusing the company of corruption. And after firing the company, the Government had to travel to Kuwait and beg the Kuwaity fund to start the project again. What they forget, the CCC company is from Kuwait. How on earth could they think of firing CCC and hiring a company from somewhere else. You right Gabe, your memory aint serve you well here. And your explanation re the port st Patrick project is out of wack. oh pardon me you have your disclaimer. But you should know Mr Lalsingh was one of the main players behind the project. As a matter of fact he was a member of the delegation that went to china to present the project to the Chinese. Oh By the way, Kenny is not a Senator.

Pastor Greetings and once again i note your response to my last posting and to some extent i acknowledge the informations supplied and in my reply to you are as follow the issue with the CCC project seems straight forward as you put it but as you fully well know that every incoming Government has to look at the books and dont go blind eye and rubber stamp somethings that has been preagreed by any out going /Government administration for as we now know the problem that this government inherited with reference to that ASIAN country and the millions owed in repayement as a result of default notice served on our country by the said ASIAN country/government (2) The port of St.Patrick project again that is another of thoes project that was in process left behind by the out going government and if memories served me right it was quoted that there was the issue of who were meant to be the chief controller of this port and it was quoted that the Senator Mr Kenny Larsingh (st.patrick) took issues with the then government of the NNP because it is said that he wanted to the main man running things and as you may know the rest as you will know is history,Pastor i do agree with you that there were pre-agreement in the pipeline left behind by the out going government,but as you fully well know that is not the way in coming government works be it in the develope big country or the little up and coming small nations for ther is always the million dollar question and it is this (1)LOOK AT THE FINE PRINTS and (2) How are we going to pay for our country and government can ill afford to go back to thoes bad old days of borrowing a dollar from every shaddy off-shore dollar dealer that comes to our shore wanting to help us.

Morning Gabe, thanks for the civil response. I agree with you there is a world crisis. However, I differ with you as to the time when it started. You should remember Dr Mitchell called his fellow Prime Ministers in the region to a meeting in Guyana December 2007 to deal with the crisis? Now to deal with the Crisis, our Government failed to capitalize on the pronouncements of Standard and Poors. If the Government did not adopt a policy of attacking investors both local and foreign things would not have been that bad in the economy. Tell me what the world crisis had to do with the closing down of the CCC farm feeder road project (over 40 million), also the three year delay in the start of Caribbean Development Bank greater grenville project (35 million), also the Port St Patrick project which the Exim Bank of China was prepared to sponsor to the tune of US $85 million etc. These are some of the projects which moved the international agency to give this report to the NDC. But as we all know they attacked them all. What all these project would have done for the country what we are not seeing now is employment. over 1000 jobs would have been created, and when we look at the multiplier effect many families would have been served. My friend, the Government has to stop blaming the world economic crisis and accept that their mismanagement and infighting is largely responsible for the poor state of the economy.

Good morning Pastor Garraway ,sir may i first of all take issue with you re your quote that the 2008 report by the standard poor report re Grenada early part of 2008 so please lets get things into prospective for that report was written in the early part of 2008 and it is fair to say that your quote should report a balance view because sine the middle part of 2008 the world economy has been in a complete down turn and it must be noted that Grenada as a developing small island state has had its fair share of financial mess not to mention the great repayment issue with that Asian country and the resulting impact that it has on our country and resulting in the slowing down of that bit of progress that was being made, so pastor while i agree with you in parts there is a much broader story to be told re where we were where we are now and what is needed to take us to that other level where we can see and enjoy a more sustainable economic reward that will be benificial to all our people throughout Grenada and her tri island states. one love

Third world nations always look for help from the bigger countries in terms of grants and Foreign Direct Investment. What is required of the Third World Nations is to create the atmosphere conducive for economic development. A prerequisite to creating this atmosphere is stability in Government. The public fighting of the NDC administration is about the greatest factor in the economic crisis Grenada is facing at this time. Standard and Poors gave the NDC just days after forming the government this report "you have inherited a growing recovering economy poised for economic take off. Their fightings have destroyed our chances to remain an economic Giant in the OECS. Check the ECCB report of 2008.
