Discussion brief on Sports (National Budget consultation)

MISSION of MINISTRY******
To provide effective and efficient technical services and functional sporting facilities that would enable mass participation of our people in sporting activities for the development of their talent and the nation.

VISION******
To be a leading provider of technical assistance and adequate sporting facilities f Grenada, Carriacou and Petite Martinique.

INTERNAL ISSUES******

(1) Inadequate staffing to implement some of our programmes.
(2) The inaccessibility of senior officers to the code for making mobile calls.
(3) Ineffective departmental and interdepartmental communication.
(4) Supervision and monitoring of officers,
(5) Training for officers in various areas.
(6) Changes to department structure.
(7) Management of our playing fields and sporting facilities

EXTERNAL ISSUES******

(1) Inability to provide adequate services and facilities.
(2) The non-functioning of Parish Sports Councils.
(3) Relationship with National Federations and other regional and international sporting
bodies
(4) Inappropriate and lack of representation at regional and international forums and
seminars
(5) The inability to have Schools in Carriacou participate in Secondary Schools
Competitions.

OBJECTIVES******

1. Implement an appropriate Management and Maintenance Programme for all our playing fields.
2. Continue Sports Counselling Programme.
3. To continue the coaching of Primary School children in the basic techniques of Netball, Football, Cricket, Athletics, Basketball and Swimming and provide avenues for competitions among Schools at the Pre-Primary, Primary and .Secondary level.

4. Reactivate Parish Sports Councils in each Parish.
5. Rehabilitation and upgrading of playing fields.
6. Rehabilitation and construction of Hard Courts.
7. Lighting of Playing Fields.
PRIORITIES FOR 2007

1. Completion and circulation of Draft National Sports Policy.
2. Continue the revitalisation of Parish Sports Councils.
3. Continue the refurbishment of Progress Park and La Sagesse, in preparation for Cricket World Cup 2007.
4. Introduction of a Community Sports Programme.
5. Implement and strengthen Sports Counselling Programme.
6. Complete refurbishment of Hard Courts.
7. Complete rehabilitation of Westerhall and Vendome playing fields.
8. Establish lighting of at least one Sports facility in each Parish.
9. Complete rehabilitation of Cuthbert Peters Park.

NATIONAL SPORTS POLICY******
It is important to complete this Policy, it will serve as a guideline to the direction which Sports and Physical Education should follow in years to come.

COUNSELLING PROGRAMME*******
This Programme was started, piloted by Mr. Franklyn Dolly from Trinidad. Our Coaches and Physical Education Teachers were trained. The next level would continue this year.

REFURBISHING OF HARD COURTS******
After the passage of Hurricane Ivan, most of our Hard Courts were damaged. An assessment of these damages was done. With the assistance of the ARD, Estimates and Plans have been draw up for the River Road Hard Court and the Grenville Tennis Courts. Work on these should commence shortly. Three new ones are earmarked for construction.

CONTINUE REFURBISHMENT OF PROGRESS PARK AND LA SAGESSE IN PREPARATION FOR CRICKET WORLD CUP 2007******

These facilities were being developed through the Rural Development Programme, which was halted by the passage of hurricanes Ivan and Emily. The continued development of these facilities became necessary due to the fact that they were selected as Practice Venues for Cricket World Cup 2007. These are about seventy percent (70%) completed and work is ongoing to ensure its completion for Cricket World Cup 2007.

PARISH SPORTS COUNCIL******
The formation of such Councils would assist in the development of Sports within the various communities. It is hoped that by working together with the Ministry, much more could be achieved, to the benefit of the development of Sports Nationally.

INTRODUCTION OF COMMUNITY SPORTS PROGRAMME******
This Programme would take place at the community level and is aimed to target the youths in all parishes and would be conducted on afternoons. It would seek to develop sports like Netball, Table Tennis and Volleyball, among others.

ESTABLISH LIGHTING OF AT LEAST ONE SPORTING FACILITY IN EACH PARISH******

This is critical towards the development of sports in our country. The lighting of our playing fields would extend the hours that our sports men and women will have to practice. It would also give our working population time to attend various sporting activities after working hours. It would ease the congestion that takes place presently on our fields.

STRENGHTS OF MINISTRY******
 To deliver services inspite of inadequacies.
 The ability to dialogue with national federations, groups and organisations with a view of developing good relations.
 The ability to form partnerships and give assistance to various stakeholders to implement programmes and projects.
 Planning and implementation of programmes and projects.
 The support given to ‘athletes’ on Sports Scholarships in the United States of America

WEAKNESSES OF MINISTRY******
 Inadequate transportation to facilitate programmes and projects.
 Poor work attitude.
 Lack of community support.
 Lack of personnel to carry out some of our programmes - e.g. Basketball, Volleyball.
 Poor supervision and monitoring of field officers.
 The majority of staff not computer literate.
 Poor record keeping.

OPPORTUNITIES******
 Increase staffing
 Computer literacy for staff.
 Opportunity for exposure and development through participation in regional and international forums.
 A need to continue developing a proper database of our sports personalities and of our equipment.
 Opportunities for members of OUT staff to be exposed to the organisation of a mega event as Cricket World Cup 2007.

THREATS******
 High cost of equipment
 Challenge of supervising grounds - with the Contract System
 Rising cost of Groundsmen services
 Lack of commitment by some members of staff
